Description

Single storey lodge, L-plan with extension. Snecked rubble, harled extension, painted margins and chamfered rusticated quoins, slate roof. 2- and 4-pane sash and case windows. Moulded eaves, acroteria gables, moulded stack. W ELEVATION: corniced rectangular porch in re-entrant with pier and pilasters, entrance door, single window at left. Canted window with cornice at advanced gable right; small panel in gable. Window at set-back extention at right, cat-slide roof. N GABLE: tripartite window, cartouche at gable. WALL AND GATEPIERS: 4 painted gatepiers with bases, carved panels and heavily moulded stylised caps. Low flanking walls, part quadrant, terminating in 2 plain pyramidal capped piers. Formerly with gates and railings.

Originally lodge to Panmuir Villa, latterly known as Armistead Child Development Centre (Historic Environment Scotland List Entry)

Prior to 1930 Panmure Villa was owned by James Smieton who ran the Panmure Works in Carnoustie, est 1857, who had a reputation for providing facilities for his workers, including a Literary Institute. The site was purchased by the Trustees of Lord Armistead for utilisation as a convalescent home for children in 1930. The building was extended by Thoms & Wilkie architects and opened as Armitstead Convalescent Home for Children in 1932. In 1948 the unit became a children's home, Armitstead Children's Hospital. Development History
May 2010: External inspection finds the lodge appears to have been vacant for some time. Masonry paint is peeling off in many locations. The window frame to the left of the door is rotting. Otherwise, it appears to be in fair condition. The property is currently being marketed for sale as part of a development site along with Amitstead House, on behalf of NHS Tayside. Dundee City Council has drafted a development brief for the site.
July 2010: a member of the public contacts SCT to advise the site is thought to have been purchased.
November 2010: Dundee Evening Telegraph report on the inclusion of the former childrens home on the Buildings at Risk Register. The article goes on to note that the sale of the property is thought to complete soon.
8 October 2013: The Courier reports on revised plans for the extension and conversion of site into residential use. Full Planning Permission for partial demolition and change of use of Armitstead House to create 5 dwellinghouses, extension to gatehouse and erection of 2 dwellinghouses and 18 flats within the grounds is under consideration at Dundee City Council ref: 13/00642/FULL. Listed Building Consent for extension of lodge is also under consideration ref: 13/00643/LBC. A previous application for the site was withdrawn ref: 13/00092/FULL.
11 June 2015: A member of the public notes the developer's website has indicative plans for the conversion of the site.
13 May 2016: External inspection finds the building remains in much the same condition as seen previously but with elements now in deteriorating condition. Windows now, in places, are open to the elements. Stone erosion (possibly accelerated by the heavy cement-based pointing) is evident to the gable walls with some dampness in other places. Risk level raised to Moderate. Clearance works have taken place elsewhere in the site and a gate pier dismantled, possibly in anticipation of restoration works. Listed Building Consent for alterations and extensions to the property was conditionally approved Apr 2016 ref: 16/00189/LBC.
8 February 2019: A member of the public notes conversion works at the development site appear to be underway. Moved to Restoration in Progress.
4 February 2022: Amendment (21/00904/FULL) being sought to site from details previously approved under planning permission ref: 16/00179/FULL including amendments to ground levels, creation of enclosed gardens, engineering works, drainage infrastructure and the formation of wayleave access ramp for Scottish Water (retrospective).
5 April 2024: Previously noted full planning permission (21/00904/FULL) conditionally granted 15/04/2022.
